Arthur “Phil” Philip Boone III, 64, of Carroll County, MD, passed away peacefully on Wednesday, July 1, 2026, at BridgingLife Dove House in Westminster, MD. Born on April 10, 1962, in Carroll County, MD, he was the son of Arthur Philip Boone, Jr. and the late Dorothy Virginia (Hobbs) Boone. He was the beloved husband of 24 years to Kimberly Martin Boone.

Phil dedicated much of his career to working in construction with his father at A.P. Boone & Son Inc., the family business. He later worked as a Delivery Coordinator for Lowe's, where he built many lasting friendships and was known for his willingness to help others.

Above all else, Phil was devoted to his family. He cherished every opportunity to spend time with his wife, children, extended family, and friends. He generously gave his time through volunteer work with 4-H and Lowe's Heroes, always looking for ways to serve his community. Phil was also an avid Baltimore Ravens and Baltimore Orioles fan who rarely missed cheering on his favorite teams. He loved attending concerts and had a lifelong passion for music that brought him great joy.

Phil will be remembered for his kind heart, easy smile, and the genuine joy he found in spending time with the people he loved.

Surviving him, in addition to his father and his wife, are his children: Madison Boone and her fiance Jacob Xayavong, Andrew Boone, Caroline Haschert and her husband, Brayden; his sisters: Deena Ford and her husband, Lloyd, and Dawn Strine and her husband, Denny; as well as several beloved nieces and nephews.

The family will receive visitors on Tuesday, July 7, from 2:00–4:00 p.m. and 6:00–8:00 p.m. at ECKHARDT FUNERAL CHAPEL, P.A., 3296 Charmil Drive, Manchester, MD, where a memorial service will be held on Wednesday, July 8, at 11:00 a.m.

Following the service, family and friends are invited to gather for a luncheon celebrating Phil's life at the Westminster Riding Club, 366 N. Colonial Avenue, Westminster, MD 21157.

In lieu of flowers, memorial donations may be made to BridgingLife Dove House, 292 Stoner Avenue, Westminster, MD 21157.
