Carl Howard Welsh, Sr., 81, of Manchester, MD, passed away on Thursday, August 29, 2024, at Lorien Taneytown in Taneytown, MD. Born on October 14, 1942, in Sparrows Point, MD, he was the son of the late Frederick Howard and Helen Marie Ritenour Welsh. He was the beloved husband of Anna M. Welsh.
Carl retired after 30 years as the budget officer and insurance risk manager for Carroll County Public Schools. He was a proud veteran of the United States Army Reserves. Carl was a member of Immanuel Lutheran Church, where he was a Cub and Scout leader, American Legion Post 200, Manchester Bicentennial, and the Lineboro-Manchester Lions Club, where he held various offices including the District Governor.
Surviving him in addition to his wife are children: Rev. Beverly Cotner and husband Michael of Turbotville, PA, and Kenneth "Ken" Welsh and wife Jennie of Manchester, MD, daughter-in-law: Mary Welsh of Hanover, PA, grandchildren: Jason, Michael, Drew, Christopher, and Emily Welsh and Derek and Matthew Cotner, 4 great-grandchildren, and siblings: William "Bill" Welsh of Dundalk, MD, and Bonnie Kryglik of Rossville, MD.
He was predeceased by a son: Carl H. Welsh, Jr.
The family will receive visitors for a memorial gathering on Saturday, August 31, from 11 am - 1 pm, at the ECKHARDT FUNERAL CHAPEL, P.A., 3296 Charmil Drive, Manchester, MD, where a memorial service will begin at 1 pm.
Interment is private.
