Charles Gregory Scott

Charles Gregory Scott, a retired Social Security Division Director, died September 2, 2026 at Carroll Lutheran Village. He was 85 years old.

Mr. Scott was born in 1941 in Baltimore City. He grew up in North Baltimore near Memorial Stadium and closely followed the fortunes of the Orioles and Colts. He was a graduate of Baltimore City College and received a Bachelor’s degree in Economics from Gettysburg College. He later received a Master’s degree in Applied Sociology from the University of Maryland.

He started to work for the Social Security Administration (SSA) in 1962 and remained there for 41 years. He worked in a series of jobs involving policy, statistics and computers. Along the way, he authored several articles on SSA programs for the Social Security Bulletin. When he retired in 2003 he was a division director in the Office of Research and Statistics.

He married Diana Mills in 1964 and in 1965 they moved from the city to Carroll County near Liberty Reservoir. They were very happy raising a family in South Carroll. They ultimately moved to Carroll Lutheran Village where they enjoyed a more maintenance free lifestyle.

The family enjoyed travel and made many trips within the US, Canada and Europe. The family hosted two exchange students – each for a school year. They had a strong friendship with one of them, Francois Guinard, and exchanged visits through the years with his family.

Mr. Scott enjoyed cooking, gardening, reading, family genealogy and various building projects.

Since his retirement in 2003, Mr. Scott has performed volunteer services at various local organizations. He served as treasurer for the Carroll County Genealogical Society and published an index of Carroll probate records. He served as editor of the Baltimore County Historical Society newsletter, wrote several articles on local history and conducted an inventory of a portion of their holdings. Less glamorous perhaps was his service handing out food at Carroll County Food Sunday in Westminster, delivering hot lunches for Meals on Wheels in the South Carroll area and washing dishes for the Feed My Sheep soup kitchen in South Carroll. He also spent considerable time tending to the needs of his stepmother, Thelma Scott, in Hanover until her passing at the age of 100.

He is survived by his beloved wife of 62 years, Diana Mills Scott; his eldest son, Michael Scott, and wife Laura Singel Scott; his youngest son, James Scott, and wife Katie Hickey Scott; and three grandchildren, Taylor Scott Carter (husband Benjamin), Michaela Scott, and William James Scott.

A celebration of life will be planned at a later date.
