Kenneth "Kenny" Wayne Ballard

Kenneth "Kenny" Wayne Ballard, 67, of Westminster, MD, passed away on Sunday, March 3, 2024, at his home.  Born on September 28, 1956, in Baltimore, MD, he was the son of the late Theodore S. Ballard and Audrey L. Fleischmann Ballard.

Kenny moved to Carroll County in 1969, where he attended the Johnsville School, and later attended Carroll Haven until 1986.  In 1995, he began working and attending the day program at The Arc Carroll County. In August of 2005, he moved into one of the residential home locations.  He loved listening to music; he had a collection of records he listened to frequently.  He enjoyed going to Dunkin Donuts and getting coffee. He also liked going bowling, shopping, out to eat, and to other community events.

Kenny is survived by his roommates and good friends: Bill and Mickey.  He is also survived by all the staff of The Arc Carroll County. After many years of being with The Arc, he considered them a part of his family, especially the team that worked with him at the Gist Road location.

The family will receive visitors on Friday, March 8, from 10-11 am, at the ECKHARDT FUNERAL CHAPEL, P.A., 3296 Charmil Drive, Manchester, MD, where a funeral service will begin at 11 am.

Interment to follow in Lineboro Cemetery, Lineboro, MD.
