Phillip Renaud Miller, Sr.

Phillip Renaud Miller, Sr., 88, of Manchester, MD, passed away on Thursday, April 2, 2026, at his home. Born on December 17, 1937, in Hanover, PA, he was the son of the late Herbert Franklin Miller and Murial Editha Gouker Miller. He was the beloved husband of the late Geraldine Marie Bess Miller.

Phillip was a veteran of the National Guard and the United States Army. He served as Mayor of Manchester from 1975 to 1987 and was a longtime councilman. Phillip was on the Carroll County Board of Elections, as well as a member of the Democratic Central Committee. One of his proudest moments is being a Judge of the Orphans Court. He was the owner and operator of Miller Gas Company, a member of the Lineboro/Manchester Lions Club, and a member of Immanuel Lutheran Church.

Surviving him are children: Michelle Stevens and Herbert W. Miller, 9 grandchildren, and 20 great-grandchildren.

Phillip was predeceased by his son: Phillip R. Miller, Jr., grandson: Phillip “Bud” Miller III, and great-grandchildren: Sammy Treasure and Timmy, Jr.

The family will receive visitors on Monday, April 6, from 2-4 and 6-8 pm, at the ECKHARDT FUNERAL CHAPEL, P.A., 3296 Charmil Drive, Manchester, MD, where a funeral service will be held on Tuesday, April 7, at 10 am.

Interment with military honors to follow in Greenmount Church Cemetery, Hampstead, MD.
