Dr. Wilbur H. Foard, 92, of Manchester, died on August 12, 2013 at Carroll Hospital Center.

Born January 22, 1921, in Street, Maryland, he was the son of the late Samuel B. and Etta H. Foard. His sister, Virginia Massey, and brother, Samuel B. Foard, Jr. of Street, MD survive him. Wilbur's beloved wife of 57 years, Martha, predeceased him in death on July 2, 2004.

Dr. Foard attended Asbury College in Wilmore, Kentucky and the University of Maryland Medical School where he graduated in 1944. After graduating from medical school, Dr. Foard served in the U.S. Army from July 1945 through May 1947 in Camp Edwards, Massachusetts, Fort Dix, New Jersey and as Battalion Surgeon in Nuremberg, Germany.

Dr. Foard entered family practice and served the Manchester community from 1947 through 1997 providing medical care for several generations of many families. He loved providing medical care to the community, delivered babies, saved lives and performed house calls for many years. Dr. Foard was involved in the establishment of and served on the staff of Carroll County General Hospital. He also served many years as the Medical Director for Long View Nursing Home in Manchester.

Dr. Foard was a devoted Christian and long-time member of Immanuel Evangelical Lutheran Church in Manchester where he served on Church Council and a number of church committees.

Dr. Foard is survived by three children, Barbara Matthews and partner Susan Edwards of Spring Grove, PA; Debbie Winthrop and husband Jim of Reisterstown, MD; and Steve Foard and wife Karen of State College, PA; eight grandchildren- Jason Matthews; Jessica Matthews and Quint Kindley; Lindsey and Nick Winthrop; Abbey, Ellie and Andy Foard; Lorie and Joel Waters; and one great grandchild- Hannah Kindley.

The family will receive friends from 3 to 5 and 7 to 9 PM on Thursday August 15th at Eckhardt Funeral Chapel, 3296 Charmil Drive, Manchester. A funeral service will be held at 11 AM on Friday, August 16th at Immanuel Evangelical Lutheran Church, 3184 Church Street in Manchester with his pastors The Revs. Matthew A. and Norma L. Schenning officiating. Visitation will be held prior to the service at the church beginning at 10 AM.

Interment will be in New Lutheran Cemetery, Manchester
