William Howard (Bill) Skelley, Jr., 84, of Manchester, passed away on Tuesday, February 14th, 2023 at The Maples of Stoneleigh in Baltimore. Born on July 6, 1938, in Hamilton, MD., he was the son of William Howard Skelley, Sr. and Ruth LaVere Skelley (Heineman). He is survived by his wife Barbara Ann Skelley.
Bill started work in 1964 as a TIM Technician with American Totalisator and, after a 30 year career he retired in 1994 as the Vice President of Field Service.
Once retired, Bill took his originally owned '69 Dodge Charger out from under a tarp in the woods and restored "his baby" to it's original condition. It appeared on the front cover of Muscle Machines and won many trophies. He needed to add another room onto the garage to hold them. His next project was totally restoring a burnt up 1936 Dodge sedan affectionately named "Irish Eyes" because of the two-toned green it was.
He was a real life "jack of all trades" There was not a job he could not do and found great joy in passing many of these skills and knowledge to his children and grandchildren.
Bill has made an indelible mark on countless lives, but none more impactful than on the lives of his precious family.
He is survived by his children: Bill Skelley and wife Julia of Hunt Valley, Susan Campbell of Red Lion, PA., and Debbie Spinner of Florida, step children: Kandee Smith of Hampstead, Guy Paul of Deerfield Beach, Florida and Todd Paul and wife Jennifer of Westminister, 10 grandchildren, 3 great-grandchildren, brother Ed Skelley and wife Sharon of Florida, brother-in-law John Konefal and wife Ruth of Rock Hill, N.Y. and uncle Jack Heineman and wife Roma of Ocean City.
Bill was a member of Immanuel Lutheran Church in Manchester.
